Use liquid (not spray) Professional Strength Goof Off like I did on my Pennzoil sign which was painted exactly the same.
You have to work slowly since it does work well. Pour it on, use the rough side of a sponge. When you are mostly through, switch to the soft side of the sponge. When you you are on the last hazy layer, use glass stove top wipes. It took me hours to do it, but I was able to remove the paint.
Wolfs Head is my guess.

citristrip from home depot looks like orange sherbet, no killer smell paint it on, house paint turns to goo and bubbles up, wipe off, finish with thinner

Regardless of what stripper you use I suggest you have a neutralizing agent handy. If this isn't a porcelain sign but rather a painted sign you need to work in small sections and neutralize the stripper as you go.
Test a spot about 2"-3" in size along one edge with a small amount of stripper using appropriate brush. Wearing rubber gloves use a kitchen cleaning sponge that has both sponge and scrubber pad. Once the stripper has been applied try to work the area with the pad. What you want to avoid is over exposure of the under layer to the stripper if it is indeed painted. If it is painted then repeat this process slowly to remove the over layer of paint. I have done this on old toys with good success.
If it is porcelain...based on the stripper directions, as soon as the paint looks like it's loosening up use the neutralizer and using a stiff nylon brush work the paint loose.
It's better to be safe and do a little more work than to end up with a bad restoration!

Goof OFF works the best, for this sign, with lots of work. The problem with Citristrip is it removes the white in the original sign, while the red and green are ok. Yes both are Wolfs Head signs that go in the lollipop type frames. Anyone want the 1 I didn't mess with? 20 bucks plus shipping. I don't have the patients. Heres a auction for which sign it is.... or was! 230657953913
