I would probably get it for 150.00.I would chain saw it out an inch or so away, 15 minutes- do the finesse when you get home. Remember its porcelain and will chip-shatter if you pry on it even a little.
Its amazing how fast trees grow really. Our house is in the woods and over the years I've watched a lot of them get big quickly. About 25 years ago, when we lived in the city, I transplanted a little oak tree that was growing close to the foundation of the house out to the tree lawn. When I'm in the old neighborhood I'll drive by and man is that thing huge now.

I would try what JimT suggested with a chainsaw. Or I would tell them you will get rid of that ugly stump if they pay you $150 and the sign. Rent a backhoe and pull the stump out.

Jim,

I didn't know that about porcelain. I once pulled an old street sign out of a tree by rocking it...it wasn't porcelain though. Would chipping happen with rocking?

I'd still remove the soil from around it, you never know what you will find.
