Well,I'm just gonna guess that someone put the revere post into some type of base?maybe an old signpost base?i did something like that with a pole that was rotted at the bottom, welded it to a cast stoplight base .like the Sinclair base better!
Looking for gas,oil related clocks, especially neon and spinners .clock repair available. Mick

I have one like this with Marland triangles in the casting at the top. Mine has hooks that the air\water hose would have coiled around. Very similar but mine has no identification around the base.

The chip out of the base was probably for a power cord or an air hose or something like that.

How about a picture of what is on the top, then I will give you my opinion of what it is.

Couple more pictures; Top of the post; The globe holder and light that was on it when I got it; All put together after running new wires; Finished item. I would guess by the age of the pole an earlier globe should be used but the base is not as steady as it should be and I dont want to Jarvis anything to expensive

I agree with most of what oldfuelish said. Base is Sinclair, but is it Sinclair Oil? Post looks like a Revere. The top, well, just something that was laying around the garage. Light fixture, probably part of the Revere light that was on top of the post.
I don't think whoever made it was trying to make it look original.
