Not 100% sure, but I'd bet money that is a newer decal on an institutional clock.

Jim, I think you are correct! a closer look at it and the number 10 and the decal just about touch, more space between the decal and the number 2. yep it's crooked! Thanks!

I don't agree with goaly, There is a little gap there, but if the decal was crooked, how is the gap in the V at 11 and 1 almost identical? This is all speculation though.
