Sure looks like an aviation nozzle to me . Should have a place for a ground wire attached to a grounding clamp...

It is aviation & does have the grounding cable, you can see it hanging on the backside by the handle, it's attached to the bolt on top. I believe it is military ?

You could hook it up to a small tanker trailer and tow it behind a Hummer so you could fill it on the fly during road trips? LOL
