Is this a functional/working lighter?

To the best of my knowledge. It would need some lighter fluid and flint. I took the screw out were the flint goes and the spring and push block are all intact and the wick is intact. The wick looks to be tan in color not white, so I don't know if it was used or just discolored from age.
Thanks,
Bruce
