Guess I will be the first... Could it be used for looking into tanks underground? Or a early shop light when working on cars?
These are mere guesses, I may be way off.......

Does that wire, wrist leash (for lack of a better term) run the inside length of the shaft and connect to the bulb? If so, I am guessing it would detect a build up of static electricity if it is worn on the wrist as I suspect. An instrument to avoid sparking a fire or explosion is my guess.

Another example of how I love to speak (or type!) before I look! it seems there is an electrical plug at the "wrist leash" end! NOW I'll guess its a light to look for leaks, cracks in gas tanks. Pt it in a presumed empty tank, look for light to shine through?

You got it right.This came from the Shell oil terminal that is right on the Sacramento River in W.Sacramento Ca.At one time oil was barged to this plant,pumped into storage then put into drums 55 gal.etc.The light was used to inspect to ensure the drums were clean before filling,thus the spark proof brass cage around the light.Thanks for the guesses!
