What brand? The colors tell me its a Gulf globe. Need more info. Need to know everything written on it. If its not Gulf we need to know if its an etched globe or a globe with baked on paint. How much of the original paint is left? Are there any chips, cracks, holes? Does it have a metal base?
The more info we have the better we'll be able to help you. With the limited info we have now the best estimate would be between $50 and $5000. LOL

If you offer him $40 you better not be within striking distance. You might want to offer $400 and be very happy if he accepts.
