Not exactly what you are asking for but I've had good luck with these lights:

(Pack of 6) Barrina LED T5 Integrated Single Fixture, 4FT, 2200lm, 6500K (Super Bright White), 20W, Utility Shop Light, Ceiling and Under Cabinet Light, Corded electric with built-in ON/OFF switch

These units are very simple, just daisy chain them together, come in 2', 3' or 4' I believe. No ballasts or anything else needed, it's a self contained unit, the mounting clips included do suck but I dont use them. I think up to ten in one chain, they link directly into each other or space them with included wires. Cost is about $8 each. There's another brand from Hykolity I have on order that are cheaper, about $5 each for 10 of them, so these are really very reasonably priced.

They are very bright (much brighter than picture) but not dimmable. I've been using the warm white, staying away from cool white. I've been making a lot of sign cans lately, but I would think they work well on a ceiling as well.

If I was doing the can-type lights in a garage, I'd probably get warm white, dimmable if possible, and get them on amazon.com so you can get more whenever needed. I've noticed that the connections of these LED lights isnt really standardized, so expect to not be able to use different brands on one chain of lights.

Well I bought these 12" ufo style 300w 24000lum lights off ebay, I would say 6 of them would be good for a 30x40 shop. Good so far, we'll see how long they last, it says 2 year warranty.
