Does anyone know what the part attached to the dowel coming out of the top of one side of the pump is for? It looks like a clamp that hold a piece of advertisement but I have not been able to find any pictures of a pump with this clamp and any type of advertisement. Can someone help, what is this part used for, does it hold something?

Mike, No picture. I have seen the price cards in old pictures of gas stations. As I restore these pumps, I usually remove the rod and weld the hole, to finish. As a "rustoration" just have a vinyl shop make up a small flag with a price on it? Dust it with brown and black paint to get the desired distress look. Then you're done. Good luck.
