I believe it a gear box cover for something like this mower.

Note the hooded vent hole beside the top left bolt hole.

Vent was needed to keep the gearbox from blowing a seal or gasket as it heated up from use.

You are right Dave,just spoke to a guy in Iowa that said it covered the gears on a J.D.sickle mower.
