Your pump is a Tokheim 39 "short" as Tokheim made an earlier pump very similar, but significantly taller. The specific model is indicated by letters after the 39 number that show multiple changes over the years with how the hose and nozzle receiver are set up, door attachment and whether there is a lighted ad glass panel below the meter face window. If you can find a tag with a serial number, someone can look it up in a "blue book" to see the year of manufacture. The 39 models with rubber holding the face glass were made from 1949 to 1959.

If the pump were finished in porcelain, it would only rust at places where the porcelain is chipped off. Porcelain finishes would not get a film of rust all across them like a thinly painted pump.

Always nice to find a vintage gas pump with an old decal on it. Many collectors would consider keeping the decal and doing a "rustoration" around it to replicate an original survivor in better condition.
