Fasteners used on gas pump sign?

Its hard to tell what fasteners are used on the older Texaco gas pump signs with 6 holes in the signs. Were these held on with rivets or screws? Thanks

Took these off a Texaco pump years ago....They even have felt type washers.

Most signs have grommets
that crush when installed...some signs don't have grommets and the washers would help...The Skychief sign I removed used these. I have seen different lengths of screws also. PS ..Contains Lead signs used these also.
