when try and turn the handle and the computer doesnt reset. the handle moves a little bit but feels like something is stopping it from turning. is it frozen or is there a a lever or something that doesnt let it reset?

The pump needs to be turned off. Varies from pump to pump; usually there is a lever (nozzle return fork) that is activated when the nozzle is placed on the nozzle return. On other models a lever that is turned usually close to the nozzle return area.

yeah there is a lever on the nozzle return. since i dont have a nozzle right now. does that lever have to be up or down. thanks Dave.

Depends on what model/year pump it is.
newer pumps have different computer reset operations.
49 computer and 56 computer are totaly different
most pre 56 computers have a mechanism connected to the computer
on the opposite side the reset rod is on.
Try disconnecting that first

The computer will have a small crooked part on the gear side centershaft that is part of a lock out mechanism.
