It's not our job to call someone a thief based on hearsay. Here's what to do..
1) Ask the seller for proof of shipping. Any shipper's receipt will provide enough information to determine if your items were shipped. Even the USPS receipts show weight and destination zip code. If the seller did indeed ship your package, he should have this documentation.
2) If you paid through PayPal, contact your credit card company, provide the details and have the charge reversed. If you didn't use a credit card, you're limited to the help you receive directly from PayPal (and let this be a lesson to always use a credit card when paying through PayPal).
3) Contact eBay with the details. It's a small dollar item but it's still fraud.
If you can't get action from eBay or PayPal, leave the seller negative feedback.
