The way I read it was that a seller can only offer PayPal or that other online service *?* . A buyer can contact a seller and ask if they will accept other means and the transaction can be concluded that way. Sellers are not supposed to promote this at all. In fact I did read somewhere in the new policy explanations that eBay wanted sellers to report buyers who wanted to use other methods of payment. It's all really bizarre and of course a big turnoff. It's meant to make eBay "safe" but of course intelligent people see it for what it is... more $$$ for eBay. Good opportunity for other venues.
