Use two tires, one at the cylinder and one closer to the base... And be sure to move the tires around until you find the point where the weight is most evenly distributed. Use a couple of straps once they are positioned, and you're set.

I've hauled many pumps this way and never had a problem. Old tires are excellent shock absorbers...
