Although I wouldn't press legal charges,I would surprise him in person,(no phone call or email first),as you said he's local and ask him to explain himself for his actions.Listen to him & look at him to see if he really has it out for you,or instead if he turns 3 shades of red and is sincerely apologetic.
No need to post his name publically,as this is between you & him only,and posting his name will most likely squash any possible reconciliation you two may have,as well as give this hobby in general a bad name to any new comers who may sign on here & be turned away by this going public.
Nip this in the bud right now,and decide if he is friend or foe before it festers & gets uglier for both of you down the road.
