I cannot tell you if it is fake or not, but the marking says "ltd" wich means it is from the British common wealth. South Africa was mentioned by Scootdog, and it is quite possible.
It sure looks new, but I think it is a bit hard to classify it as repro just because you haven't seen it before. Ask the seller more questions. He must have some history on it.
What looks peculiar to me are the letters. They don't look "Mobil-ish" to me. I believe that Mobil used the same type of lettering all over the world. just my 2 cents,
