...what if someone tells you what sign it is, and they turn out to be wrong?...what would you do if you knew exactly what kind of sign it was?...how would that affect your offer?...even if you knew what sign it was, how could you know what the condition was under all that paint?...you're asking for an estimated value of 'a pig in a poke'...impossible...

...the best thing for you to do is figure out what you would offer in a 'worst case scenario': a common sign in not-great condition, and make your offer...if the owners are 'still no dice', move on and find something that's actually for sale...unless you enjoy this kind of thing...
