FWIW, if I have an item I am selling AND that I have more of, I send a 2nd chance offer through ebay AND a followup email, and not always to the next highest bidder, it depends on how close they are to what I ORIGINALLY wanted, ie:

weatherstrip listed for .01¢ if the high bideer is $50 I will send 2nd chances down to the $25 bidder

But then the 2nd chance offer is not a one off item either
