You are correct they are called NSF (non sufficient funds)fees.
In my opinion buyer has the right to determine mode of payment that is accepted and who the item is sold to.
Paypal is the easiest method for me and I don't complain when sellers refuse to accept paypal. If I want an item bad enough then I will do anything to accommodate the seller.
