These Van-Lite lighter fluid dispensers were made by Arthur C. Kautz of Lockport, New York. He made them before and after WW II. I bought all the parts his wife had years after he passed away. She even had his prototype which I was fortunate enough to get along with 8 x 10 glossy photos he took of all the parts and lists of his vendors. I have boxes of NOS parts.
